在日前舉行的「科研路線圖：新型冠狀病毒全球研究與創新論壇」上，一位歐洲新聞電視台的記者向世界衛生組織提出了這樣一個問題。
「Has the Chinese government approached the WHO to ask it to stand up and say that China is doing a good job? Was there pressure put on this organization to say those sorts of things… because I know how important it is saving face in China.」
中國政府是否要求WHO站出來為中國說話，表揚他們幹得好？世衛組織是否迫於壓力說了這些話？因為我知道中國人很要面子。
面對這樣刻薄的問話，世衛組織總幹事譚德塞（Tedros Adhanom Ghebreyesus）給了一個有理有據、有情有義的精彩回答，他說：
China doesn’t need to ask to be praised… because we have seen these concrete things that should be appreciated.
中國不用要求我們表揚……因為他們在做的實實在在的事情，我們親眼見到，應該予以表揚。
譚德塞擺事實、講道理，10分鐘的發言如同一篇演講，酣暢淋漓。
他首先給出兩個例子說明世衛組織為什麼表揚中國。
For instance, the pathogen was identified at a record time and immediately they share the sequence. It helped other countries to prepare the diagnostic tools to test cases. They have helped actually in preparing other countries and in preventing the problem from growing.
一個例子是中國快速地識別出病原體，並在第一時間分享了病毒基因序列。正因如此，其他國家才能立刻着手準備測試和診斷工具，這實際上是幫助其他國家儘早預防，避免這一問題變得不可收拾。
In addition to that, I will give you one example. There was a Chinese woman who visited Germany tested positive for the virus after returning to Shanghai. The Chinese authorities immediately notified Germany that they have to take action. Germany took that information and immediately took action to prevent any serious problem and that’s why now things are under control in Germany.
除此之外，我再給你一個例子。有一位中國女士訪問德國，返回上海後相關病毒檢測呈陽性，中國政府立即通知德國政府注意防範。德國收到上述信息並採取了必要措施，這就是為什麼現在疫情在德國得到了控制。
So I think you would agree with me that it’s very important to appreciate a country or an individual qualified for something you see. It’s the truth.
我想你也會同意我的看法，那就是如果某個人或某個國家做了正確的事情，你就要表示肯定。這就是事實。
譚德塞說，並不是只有他一個人在表揚中國，這是許多成員國的共識。大家都在說中國的行動令全世界更加安全，承認這一點有什麼錯嗎？
We were in this boardroom for a board meeting and almost all member states were praising China for what it did and they had a reason.
我們剛剛在這間會議廳開會，幾乎所有的成員國都在讚賞中國的行動，他們的讚賞是有理由的。
China took action massively at the epicenter of the outbreak. It’s a shutdown of the Wuhan city. It helped in preventing cases from being exported to other provinces in China and the rest of the world.
中國在疫情爆發的中心採取了大規模防疫行動，即對武漢進行「封城」。這一做法有效控制了病毒向其他省區乃至其他國家傳播。
I remember a board member from the UK said this is heroic, because when you shut down a city and province like that it has consequences, economic and so on.
我記得一位英國代表說，這是一個「英勇的行動」，因為封閉像武漢那樣的城市，是要付出經濟代價、承受各種後果的。
They’re saying the actions of China is making us safer.
大家都在說中國的行動令全世界更加安全。
So what’s wrong with acknowledging this?
承認這一點有什麼錯嗎？
譚德塞還表示親眼見到習近平主席是如何部署和動員疫情防控工作的。他反問記者，你難道不欣賞這樣的領導力嗎？
We have met the president. We have seen the level of knowledge he has on the outbreak. We saw firsthand that he was directly leading the fight against the outbreak.
我們見到了習主席。我們看到了他對於這次疫情了解得有多麼深入，我們親眼看到他直接領導了這場抗擊疫情的行動。
You know we always ask for political commitment and political leadership. That’s what we have seen. So don’t you appreciate that kind of leadership?
我們總在呼籲政府的投入和領導。我們現在所看到的就是啊。難道你不欣賞這樣的領導力嗎？
譚德塞還說，世衛組織因為多次讚揚中國的抗疫行動，而遭受來自外界的壓力，但他們不會迫於壓力而說假話。
I know there is a lot of pressure on WHO when we appreciate what China is doing, but we should not fail to tell the truth because of the pressure.
我知道世衛組織因為多次讚揚中國的抗疫行動而遭受巨大壓力，但我們不會迫於壓力就不說真話。
We should tell the truth and that’s the truth.
我們必須說真話，這就是真話。
China doesn’t need to ask to be praised and I don’t expect any country to ask to be praised.
中國不用要求我們表揚。我也不認為其他國家會要求世衛組織表揚他們。
It was not. It is not. That’s the truth, the whole truth.
以前沒有，現在也沒有，這就是事實，全部的事實。
And with my colleagues we speak the same language because we have seen these concrete things that should be appreciated.
我和我的同事們都持相同觀點，因為我們親眼見到了這些實實在在的值得表揚的事情。
譚德塞說，中國為防疫作出的努力，全世界都可以見證，因為數字和事實不會說謊，世衛組織用不着來粉飾和吹噓。
China is doing many good things that slow the virus and the facts speak for themselves and this has to be recognized.
中國為控制病毒擴散採取了很多有效措施，事實勝於雄辯，這點必須得到承認。
And the whole world is seeing this. In China there are more than 40,000 confirmed cases, but in the rest of the world we have less than 400 or around 400 and only one death. So let the truth speak for itself and the world can judge.
而這也是全世界有目共睹的。現在中國有4萬多確診病例，世界其他各地只有不到400或400左右和一例死亡（註：這是譚德塞在12日掌握的數據）。所以讓事實說話，全世界可以作出自己的判斷。
There is no spinning here, because if the rest of the world had had cases, I don’t think they will hide it.
這裏面沒有任何粉飾，因為世界其他國家都在報病例，我想他們不會隱瞞病例吧。
譚德塞在發言中反覆強調，這就是事實，該表揚的就要表揚，世衛組織必須說真話。
We don’t say anything to please anyone. It’s because it’s the truth.
我們不會為了取悅任何人而說話。我們這麼說，因為這就是事實。
Even if it’s just one person staying and telling the truth, I think that should be the case.
如果只剩下一個人說真話，那麼真相也會是這樣的。
We’re telling the truth and we will tell the truth and that’s what we believe.
我們說的是真話，也將永遠說真話，因為這是我們篤信的。
他說，承認和讚揚一個國家所做的正確的事情，有兩個好處：
First, it helps them to continue doing the right things they are doing; second, it helps other countries to recognize the good practice and they can learn from that country.
第一、有助於鼓勵他們繼續做正確的事；第二、有助於其他國家認識到這些好的做法，並借鑒學習該國經驗。
最後，譚德塞再次強調，疫情當前，不要再攻擊和抹黑某一個國家，世界各國應當團結起來，抗擊共同的敵人。
What’s important is not stigmatizing a country or attacking a country, but standing in solidarity in fighting against the common enemy, COVID-19.
最重要的是，不要攻擊和抹黑某一個國家，而是團結一致，抗擊我們共同的敵人，新冠肺炎。
