国家能源局于2月22日星期五建议，横山输油管扩建计划继续进行，以符合国民利益，不过，输油管路线经过的本拿比关注决定，市政府周五发出声明表示，对决定感到失望。

市长侯迈豪(Mike Hurley)指出，虽感失望，但不惊讶，他强调，尽管有16项新条件，对公众安全和环境的风险仍然偏高。

侯迈豪称，会尽力解决有关风险所产生的问题，以保护本拿比市及邻近土地和水道。
