加或尋求NAFTA協商 解決加美軟木爭議

The United States opened the 23-year-old North American Free Trade Agreement (NAFTA) renegotiations Wednesday with a declaration that it wants major changes to the agreement that shifts the balance of trade. However, Canadian business owners are hoping U.S. negotiators will be receptive to maintaining, if not improving, the current flow of goods and workers across the border. Feuds over softwood lumber have been a recurring part of Canada-U.S. relations since the 1980s. Their root cause is U.S. industry's contention that Canada unfairly subsidizes its lumber by providing cheap access to public land. It's led to a cycle of American punitive action, followed by trade cases mostly won by Canada, and then a compromise settlement. The fifth and most recent lumber war was set off on April 24 this year when U.S. Commerce Secretary Wilbur Ross said the U.S. would impose new anti-subsidy duties on Canadian softwood. The initial duties added up to about 20 per cent, but a second wave of anti-dumping duties in late June brought that total to about 27 per cent. (Xinhua/Li Haitao)

加拿大駐美大使麥克納頓(David MacNaughton)表示,若美國軟木業一直運用否決權,阻止加美兩國達成任何軟木相關協議,加拿大會尋求在《北美自由貿易協定》(NAFTA)的談判協商永久解決方法。

目前加美軟木自由貿易不受洲際貿易協議監管,美方一直指加國補貼加國林木業,對美國不公平,而聯邦政府亦一直避免在是次NAFTA談判中加入軟木業相關討論,以免原本已經非常複雜的談判再添變量,惟這個情況可能出現轉變。

麥克納頓表示「對於任何可以解決(目前僵局)的方法,我們都持開放態度」,但他補充目前仍屬意以NAFTA框架以外的機制解決問題。

他指美國軟木商透過否決所有貿易協議來保障自己和「賺大錢」,又指目前因為風災而面對全國木材短缺危機的業主和建屋商等美國消費者在協商過程中沒有發言權「令人遺憾」。

聯邦自然資源部長卡爾(Jim Carr)則認為,美國遭兩個颶風吹襲後,需要木製產品協助重建,相關壓力會逼使白宮與加國解決軟木爭議。

他說:「我們知道(颶風)對市場和需求均有影響,也知道加國生產商向美國提供非常優質的加國木材。」

美國緬因州州長勒佩奇(Paul LePage)、以及美國全國房屋建築商協會,曾先後要求白宮暫緩微收軟木關稅,直到風災後重建工作完成為止。
