(星島日報獨家報道)香港政府原定在今年七月前完成《逃犯條例》修訂草案審議,惹來百萬市民上街遊行反對修例,其後發展到數以萬計市民佔領金鐘一帶街道,最後警方以武力清場,釀成暴力衝突。據悉,專責香港事務的中央港澳協調小組組長韓正近日南下深圳,並曾與特首林鄭月娥商討事件。而林鄭在衡量各種因素後,決定暫緩修例,重新諮詢。

林鄭月娥於香港時間周五晚深夜召開全體三司十三局局長進行會議,商討有關決定,並會在周六早上會晤全體建制派議員交代決定及作出解釋,然後即會向公眾作出宣布。

消息人士表示,今次決定是希望有關《逃犯條例》的修訂能夠回歸理性,讓政府有時間聽取民意,但強調並非撤回條例草案,有關堵塞漏洞的工作會繼續進行。

  《逃犯條例》修訂觸發連串示威,草案在立法會大會會議連續三日押後開會下,尚未能恢復二讀審議,事件驚動中央高層介入。據了解,中央港澳協調小組長韓正近日親自南下深圳,並曾與林鄭會晤。在衡量各種因素後,林鄭決定推遲立法進程,令政府有足夠時間重新諮詢,向公眾作更多解說。

林鄭月娥昨晚十時半急召三司十三局局長開會商討決定,至深夜接近十二點才完成會議。一個半小時的會議中,林鄭除了交待有關決定的考慮因素外,並商討今天召開記者會須注意的事項。

  行會召集人陳智思周五中午已在電台節目中表示,經過周三立法會外大亂一役,「你不可能在現時大家有對立面如此激烈下,就去討論(修例)這件事,最少一定不可再加劇對立面」, 他認為重新解說和諮詢等都是可以考慮的方向。節目主持人追問是否修例可暫緩不用急於在本立法會會期內、即七月中前通過,他個人認為「可以是一個方向」,更不願因一條草案令整個議會停頓,因政府有其他議題需交立法會處理,「大家都要看法案是否有信心能通過,我們都不想一個法案,將所有事情、整個議會都停頓下來。特首的承諾,五年(任期)都有很多事情要做,我想她要盤算一下。」

  陳智思又承認,最初自己低估商界對修例的反響,加上政府可能解說不足,後來令人恐懼的消息不斷出現,至於需否問責,他相信由特首決定。

  此外,立法會前主席曾鈺成接受電視台訪問時指,繼續推展修例所造成的影響無法估計,由於坊間對修例有誤解,社會負面情緒已經形成,他同意暫緩可以紓緩怨氣。他提到,反修例人士行動升級,即使如何呼籲甚至譴責,難以阻止年青人參與,擔心局勢再升溫,會「發生令人痛心的事情」,政府需在兩難中做抉擇,否則強行通過修例,「刺」會留在市民心中。
